A month or so later I tried to shift into 4th, and I got a gear grind. That was progress. I worked with it a while and got it to go into 4th. Today, I use it frequently with no problems. That would be in the govenor. If the filter is in question, I would expect a fast surge up to mabey 1000 rpm, and then settling more slowly back to idle.

Don't worry much about the oil in the steering box, it is replenished by the pump. In fact, depending on the age of your 6610, it may not have a steering box, but an orbit motor. Change the filter, fill the reservoir, cycle the steering a couple times and refill the reservoir.
